Deendayal Antyodaya Yojana (DAY)-National Urban Livelihoods Mission


Ministry of Housing and Urban Poverty Alleviation (UPA Division), has decided to enhance the scope of National Urban Livelihoods Mission. The Mission with enhanced scope will be renamed as “Deendayal Antyodaya Yojana (DAY)-National Urban Livelihoods Mission”.

Accordingly, the following amendments in the NULM Mission document are issued with immediate effect:

In the 12th Five Year Plan, NULM will be implemented in all District Headquarter Towns and other cities with a population of 1,00,000 or more. However, other towns may be allowed on request of the States.

The  States/UTs  are allowed  to implement the Mission in any other Statutory Town, based   on   the   capacity   and requirement.

Establishment of City Livelihood Centres (CLCs) will be permissible as per the following norms:

No dedicated CMMU will be provided in towns having population less than 50000. In case of these towns, either technical support will be taken from the CMMU of the nearest town or state/ UT will depute their own staff for implementation of the Mission
